USING VALLEDGE PROCESSED PICTURES

An image coding algorithm is described which enables hand sign language to be used for conversation between the deaf over the telephone network. A 'valledge' detector produces cartoon-like images at a resolution of 64 by 64 pels, which are data compressed using a Block Oriented Compression algorithm, and transmitted at 9.6 kbitfs using full duplex modems. TMS32010 Digital Signal Processors are used to implement the coding algorithm in real time.
