WhileFCC proposes spectrum sharing betweena legacyTV systemanda cognitive radionetworktoincrease spectrumutillization, oneofthemajorconcerns isthatthe interference fromthecognitive radio network should notviolate theQoSrequirements oftheprimaryusers. Inthispaper, we consider thescenario wherethecognitive radio network isformed bysecondary userswithlowpowerpersonal/portable devices andwhenbothsystems areoperating simultaneously. A power control problemisformulated forthecognitive radionetwork tomaximize theenergyefficiency ofthesecondary usersand guarantee theQoSofboththeprimary usersandthesecondary users. Thefeasibility condition oftheproblemisderived and bothcentralized anddistributed solutions areprovided. Because theco-channel interference arefromheterogeneous systems, a joint powercontrol andadmission control procedure issuggested suchthatthepriority oftheprimary usersisalways ensured. The simulation results demonstrate theeffectiveness oftheproposed schemes.
