The effectiveness of software technology and the quality of generated software have greatly impact on technological products and services, economic activities, defense, scientific research and social life. This is particularly true as software tends to be services and operate in emerging systems, such as cyber physical systems and cloud computing systems. In order to achieve the objective that software can serve well in dynamic environments with changing user requirements, the software must be adaptive based on the external input and feedback of the application physical systems. Modern systems such as Services Computing and Web Services require sophisticated control strategies to operate. Software cybernetics explores the interplay between software/systems behavior, and control. The fundamental challenge is how to adapt software behavior, software processes, or software systems to meet basic and expanded objectives in the presence of a changing environment. Addressing this challenge calls for multi-disciplinal expertise combining system and software engineering, communication technologies, service engineering, test engineering, control engineering, statistics and analytics, operations research, etc…
