Now-a-days there is rapid development in the multimedia and network technologies. That's why the privacy and security becomes the major issues since the multimedia is transmitted openly over the network. Along with the privacy as well as security, storage space is also a significant point that can't be missed. That's why for providing the privacy and security to the multimedia, encryption works as the base and similarly to reduce the storage space compression can be used. As the size reduces, it also reduces the time taken for transmission. In many practical scenarios, image encryption has to be conducted before the image compression. This has led to the problem or issue of how to design a pair of image encryption and compression algorithms such that compressing the encrypted images can still be performed efficiently. In this work, we design and implement an efficient image encryption-compression system, where lossy compression is considered. The proposed image encryption scheme is operated with random permutation method which is shown is able to provide reasonably high level of security. We will also implement a new image compression algorithm using Haar and Symlet Wavelet Transform that can be used for efficiently compressing the encrypted image. More eminently, the compression approach applied to encrypted image is proved more efficient and better in terms of Compression Ratio (CR), Mean Square Error (MSE), Peak Signal to Noise Ratio (PSNR).
