TWO-STEP PROCEDURE DECREASES VARIANCE IN TONE FREQUENCY ESTIMATION

We propose a two-step procedure for estimating the frequency of a single sinusoid embedded in additive, white noise. We prove its effectiveness through statistical analysis and computer experiments. Our procedure provides lower variances of the estimator than existing one-step procedures.
