this paper. First, I present a sociological metaphor, which I found useful in characterizing software development environments, and apply it to software process models. Next, I discuss the problems inherent in managing generic process models and their evolution in the context of this metaphor. Finally, I consider the requirements that the problems of scale and generic process models place on the supporting environment.
