in this paper, we propose a new secure broadcast communication system that provides both high security and efficiency. Almost all previous secure broadcast communication systems are a simple extension of 1:1 cipher communication. However, the proposed system is characteristic of 1 :n cipher communication. Consequently, our system can reduce the length of the key distribution data and encryption time in comparison with previous methods, while each user has a unique secret key. Especially when a session key is changed among same entities, our system makes the length of the key distribution data and encryption time needed to change the session key lower than O(n), where n is the number of receivers. Moreover, the number of user's secret key does not increase when an another broadcast station joins this system later. With these features, the proposed system is suitable for satellite broadcast communications that have many users, such as pay TV.
