Effective computer program development and use

When computer programs are not developed or used effectively, cost and schedule overruns often occur. The reasons for the cost and schedule over runs are examined and these two main remedies are recommnded: 1. An experienced systems analyst participates in all phases of development and use. 2. A System Requirements Matrix is designed and is applied to the development and to the use of computer programs. This matrix gives an overview of development and use, accelerates the definition of scope, cost and schedule, and helps to establish design specifications. Several examples illustrate the use of the System Requirements Matrix. Problems of program development and use and their remedies are discussed.
