Case study on the technology transfer of D-ATIS (digital automatic terminal information service) technology into the Air Force

Transferring small-scale technology into the air traffic control environment of the Air Force is currently beset by hurdles leading to high developmental costs and lengthy times between operational testing and deployment of systems to end-users. The following paper tracks the movement of a small-scale technology, the Automated Lingual Expert Information System (ALEXIS), through different phases of development while illustrating some of the obstacles in the technology process. Suggestions are offered for reducing redundant developmental testing, increasing cooperation amongst major commands, and decreasing costs of implementing new technologies into the air traffic control environment.
