Control and pricing for communication networks

This paper surveys the field of congestion control in networks. It combines an historical perspective, looking in particular at the Internet, with an account of recent research work on network resource pricing. Finally, the paper concludes by speculating on how control and pricing in communication networks might lead to the efficient and fair allocation of scarce resources in tomorrow'Internet.
