Now a days, a number of CANs have been launched in developed countries. Dissimilar to other telecommunication infrastructures, these networks are sponsored and financed by the local authority. The communication engineers have always dreamt of higher information bandwidth with low attenuation and cost. Thus they prefer optical fiber for network purposes as transmission medium and over the high bit rate point to point communication link. The design of such a system involves many aspects such as the type of source to be used, the kind of fiber to be employed, and the detector. In general, the main purpose of this paper is to demonstrate that CANs, if properly designed, implemented and managed, represent a viable business model as well as the precise technology basis for providing e-government services, in particular, and for contributing to the development of an e-society. This paper emphasizes the basic requirements and designs an efficient approach which is certainly optimum considerations of single channel optical fiber communication link. For designing this system the main concern is to optimization of cost, maximum link length and stability of performance characteristics. For a given bit rate, BER and link length the cost effective design is chosen here with software implementation.
