RACE 2059, Integrated Communications Management (ICM) project is investigating ways in which a Connection Admission Control (CAC) function can be manipulated by the Telecommunications Management Network (TMN) in order to achieve optimal network performance. The Two-level CAC Algorithm is a compromise between the speed and accuracy required. This paper reviews the Two-Level approach and looks at ways in which the performance of the CAC can be improved further by a Connection Admission Manager (CAM) that has the capability to assess and alter, online, the criteria by which new connections are admitted onto a link. The CAM observes the link performance and on the basis of this measurement tunes the CAC. It is proposed to study the level of Statistical Multiplexing Gain that can be achieved, firstly by a Two-Level CAC function managed by the CAM, and secondly by a Two-Level CAC function without any management system hooked onto it.
