Cross-Border Integration of Traffic Management: The PROMET Project

This paper describes the PROMET (PROject for the Management of European Traffic) project, an initiative of the Trans European Transport network, that addresses the motorway corridor between Slovenia and Italy. The project, active in years 2007-08, is based on the cooperation of the National Public Authorities, road operators and technology providers. The major goals of PROMET are to increase road safety, traffic efficiency and provide additional comfort to the drivers, by enhancing the interoperability and continuity of services. Traffic Management and User Information are key elements to this work. The authors describe some activities of the project, including the implementation of an international data exchange link between the existing Traffic Control Centers that supports joint intervention plans in case of adverse conditions or traffic congestions; and the detection of travel times across the border, using microwave transponders. The project also relies on the implementation of traffic monitoring sensors along the infrastructure, the extension of TMC services, and the diffusion of variable message signs to inform the users. In order to facilitate the development of integrated services, a TMC location database is being developed for the Slovenian area, considering the region of interest within PROMET for this exploratory phase of the work. A final section of the paper briefly describes the roles of the different organizations involved in the PROMET Consortium.
