A perceptually-based motion compensated video encoder

Ahmad C. Ansari · 2003

A perceptually based video encoder for monochrome image sequences is presented. It incorporates characteristics of the human visual system to detect, track, and encode image blocks (of 8*8 pixels) perceived to be in apparent motion. The Weber relation in the spatio-temporal domain is used for motion detection. A decimation-interpolation scheme is developed to produce good quality video at very low-bit-rates. An efficient technique based on the discrete cosine transform and vector quantization is developed to encode image blocks which have changed beyond a perceptual threshold. The new encoder is demonstrated to yield competitive quality video at low-bit-rates.>
