This paper describes the new open Road Side Message Protocol (RSMP) protocol and chosen design of for communication between UTC (Urban Traffic Control) system and local controllers (e.g. traffic signals). The new JSON-based intelligent transportation system (ITS) protocol for road-side ITS installations is developed by the Swedish Transport Administration (STA). The RSMP enables standardized means of communication (between systems on the local level and regional level) regardless of vendor or technical area. The paper also considers how sharing experiences in traffic signal control through regular informal “round table discussions” with the major cities in Sweden contributed to the development of an open protocol for ITS. After development work during 2011 a pilot project in cooperation with three major vendors started. In the same time specifications was made for a new matching UTC-system and a tendering took place. Although RSMP is generic for all ITS installation, the focus in this paper is to target it’s use with traffic signals.
