Recent developments in intelligent tutoring system heightened the need for in device mobile adaptive learning environment. This study investigates issues and significance of such adaptive learning environment for the people with disabilities (e.g., visual impaired or blind). We review on existing adaptive learning technologies: issues, platform and available tools with advantages and disadvantages. We also perform some case studies in local disability schools (e.g., The University of Memphis disability center, Clovernook center for blind and visual impaired). Our qualitative and quantitative analysis suggests that disabilities are strongly enthusiastic to have adaptive intelligent tutoring technology tools preferably integrated with their mobile phone. We also proposed a new holistic adaptive learning model with the ability to support personalization based on learner's ability, learning style, preferences and levels of knowledge. ABSTRACT 1.1.
