LTE Technology for PPDR Communications

LTE has been designed to provide a high-rate, very-low-latency IP connectivity solution with a clear focus on the commercial business and consumer markets. The LTE ecosystem has matured rapidly, becoming the prevalent standard for mobile broadband communications worldwide. This chapter covers the specific LTE features relevant for PPDR. A description of the Quality-of-Service (QoS) parameters used to specify a given treatment is provided. In the context of PPDR communications, the Policy and Charging Control (PCC) subsystem enables the deployment of a powerful framework for dynamic policies that can be adapted to specific incident needs. The chapter presents an overview of the existing initiatives and solutions for push-to-talk (PTT) over LTE. It also discusses the current activities at the Open Mobile Alliance (OMA). A further insight into the features within the Group Communications System Enablers (GCSE) and mission-critical push-to-talk (MCPTT) application is also provided.
