A fast three step search motion estimation algorithm for video conferencing

This paper presents a fast algorithm for three step search motion estimation. The proposed method performs well for video conferencing when there is limited motion. When the video sequence is quasi-stationary, the proposed method improves performance over the three step search by favoring motion vectors close to zero displacement.
