E-Government projects have been started in the mid 1990s around the world. Each country has its own project. Some of these projects are in the exploitation phase others are still in the design and prototyping phase. How ever, a s the com puter power is be coming cheaper andc omputer networks are becoming large, many threats have been observed lately. These threats that are caused mainly by malicious acts can shutdown the e-government services. They would result in major losses. Therefore, governments are urged to implement security in e-government projects. In this paper, the authors propose a security model that can be followed by governments to develop a secure e- government.
