Committees often perform useful work in connection with purely technical programs; for example, they can evaluate scientific developments, recommend future studies, or supply administrative assistance at the national or international level. Some of the work is productive, some is not. The following observations are submitted in an attempt to improve the quality of the collaborative efforts of committees, on which I have served in the past in various capacities and from which the end products have covered the gamut of recommendations, informal and formal reports, and scientific publications.
