Recently, the routing protocol toward the reactive protocol of the Vehicular Ad hoc Networks (VANETs) was very much studied but there is no optimized proactive protocol. The proactive protocol still was unable to accomplish an optimization and the routing protocol optimization at VANET is issued. This proposal predicts whether there is the destruction possibility whether by using the RSSI, it finds out a distance and the velocity(first differential of distance) information and the pertinent node can maintain a link or not or not. By using the distance which this proposal can find with RSSI, it finds a receiving-range. Periodic RSSI is confirmed and the transition speed and acceleration can be known as the first the amount of change of this distance, and the second the amount of change. By using this, the link maintenance or not of a vehicle can be predicted If it predicts that the maintenance of Link is difficult, it produces with link and new a link is maintained
