Design and analysis of a traffic rate controller

We have designed a proportional and integral rate (PIR) controller, which is based on the continuous-time fluid flow control theory, to solve both of the congestion control performance problems observed in RED, i.e. the unnecessary packet loss and the queue size oscillation in the router. In this paper, we prove the controller's stability by the second method of Lyapunov's stability theorem.
