Towards automatic cell planning

This paper describes the application of combinatorial optimisation to the problem of designing cellular mobile-telephone networks. The goal of the network design problem is to cover the maximum number of subscribers in an effective and efficient manner. The problem is sub-divided into two-phases: the placement and configuration of base stations; and the allocation of communication channels. The results presented in this paper clearly demonstrate the utility of the combinatorial optimisation approach to network design.
