Journey Time Variability on a Congested Link

Several models have been developed to estimate the changes in expected queue length in oversaturated conditions with time varying arrival and service rates. However, the variation of the standard deviation has been much less studied. In the document "Framework for Modelling the Variability of Journey Times in a Highway Network" the authors draw attention the observation that after a temporary decrease incapacity the increase in the standard deviation of delay continues for a while after the mean delay decreases as a queue starts to clear. The aim of this paper is to try to achieve some appreciation of this phenomenon. The investigation shows that it is an intrinsic feature of queues relaxing from a period of oversaturation.
