Picture complexity based rate allocation algorithmfortranscoded video over ABR networks

A novel method for distributing the available bandwidth among the contending ABR video sources is introduced. By allocating channel bandwidth to the sources based on the video complexity, it is possible to optimise the network utilisation and produce fair picture quality for all the contending sources.
