Formulation of l1 Optimal Control Problems without Interpolation

The solution of many l1problems requires Smith decompositions of l1matrices. In this note, we describe a class of problems, including many practical problems, for which this is not true. We also show generally how to pose and obtain approximate solutions to l1problems without Smith decomposition.
