Managing large scale software development with an automated change control system

Maintenance and incremental (feature) development is acknowledged to be a major portion of software life cycle costs. Many factors contribute to these high costs, especially for certain types of large scale software projects. Among these factors are: mature program base, high field support and feature development activity, large intertwined modules, and large staffs. Other complicating factors include high reliability requirements and production use of different program versions. In many cases, the redesign and implementation of an existing programming system to eliminate some of these factors is prohibitively expensive or untimely. Several techniques and a high degree of automation make it possible to shield the bulk of the programming staff from these factors. Such a system is described and its operational experience presented.
