ITS Base Station Optimized Allocation Design For Disaster Mitigation

This paper describes the next generation vehicle wireless communication base station design concept especially for disaster mitigation such as escape from tsunami. The potential of future tsunamis and big earthquakes is analyzed and the optimization of vehicle wireless communication is proposed via base station allocation based on certain target area of the tsunami. Vehicle wireless communication network coverage was focused upon and the percentage of target area covered by the network was calculated. The vehicle wireless communication system used is WAVE (Wireless Access in Vehicle Environment) which is defined by IEEE 802.11p/1609. Public transportation systems such as bus stations acting as base stations for WAVE is highlighted since the number of bus stops provide sufficient area coverage for public protection during natural disasters. The optimized WAVE base station allocation uses minimum distance cluster analysis with Hubeny formula amongst bus stops acting as WAVE base stations. Several case studies in potential distressed area by “Nankai Trough” Earthquake that show optimized WAVE base station allocation is analyzed.
