A heuristic dispatch rule based on statistics and Bayes decision

In this paper, a heuristic rule based on statistics and Bayes decisions is proposed. A new scheduling system is more efficient because it makes better use of known information by composing some simple dispatch rules. The result of the schedule procedure is improved without increasing the cost considerably.
