Usability testing: where does it belong in software design?

The author describes Pacific Bell's Usability Laboratory and its position, both organizationally within Pacific Bell and in the activities associated with the software design process. It is suggested that as a 'neutral' centralized organization the laboratory brings objectivity to the multidisciplinary software design team, and it gains credibility and support with proven successes by using an empirical approach.>
