Technology Transfer or Technology Dialogue: Rethinking Western Communication Values

In this paper, the writer attempts to address every conceivable permutation of factors that impinges on the topic, while accepting that the reality of the situation is far from perfect. He sees the relationship between communication, technology and development as always contextual and contingent, and argues the case in respect to a number of theoretical positions. He also raises questions about technology transfer, preferring to use the term ‘technology dialogue’ as it relinquishes the idea of ‘power’ relations. This position also acts as a starting point in rethinking the relation between communication, technology and development.
