National Software Capacity: Near-Term Study

and MITRE to perform a near-term study assessing the nation’s capacity to produce software for the Department of Defense (DoD). The SEI was also asked to develop a model and methodology to use on a continuing basis to test the health and future capacity of the nation’s software industry. The near-term study began in June 1989, and was managed by the Electronic Systems Division (ESD), Department of the Air Force. Four major tasks were undertaken: 1. Analyses of two major components of the DoD software community: • The characteristics of major projects, e.g., application domain, size (source lines of code [SLOC]), personnel requirements of the Air Force, the Army, and the Navy. • The characteristics of DoD contractors and subcontractors, e.g., estimated versus actual personnel working on current projects and the previous experience of personnel in development and production of related systems. 2.
