Contributions to the Second Workshop on Medium Energy Electron Cooling

This second workshop on medium energy electron cooling (MEEC96) differed from its 1995 predecessor in soliciting attendance from a more general cohort of beam physicists. The 1995 workshop had as its principal goal a friendly review of the plausibility of cooling 8 GeV p’s in a ring with the same circumference as the Main Injector, so generally invitations were directed to a few people selected to give expert guidance, and no attempt was made to generate formal proceedings. The premise for the 1996 gathering was to set a critique of Fermilab’s R & D effort in the context of interests elsewhere.
