Services selection is one of the most important processes in the life circle of semantic Web service, which is used to find the best service based on the quality of service (QoS). However, the automation of selection is hard because the services providers often publish heterogeneous QoS values. This makes existing approaches are unable to evaluate and compare the alternatives efficiently. This paper presents a multi-attribute decision making (MADM)-based semantic Web services selection algorithm to solve this difficulty. This algorithm has 3 main features. First, we introduce a novel method to normalize heterogeneous data within a uniform criterion, In addition, we consider the user preference to customize the selection process. Finally, a similarity-based approach is proposed to compare and rank service candidates. Other contributions of the paper include a QoS value model to express the QoS data and their characteristics and a numerical case study that demonstrate the effectiveness and benefits of our approach.
