70's programming style for a developing country programming

This paper is a case study of the introduction of COBOL Procedure Division programming standards in Swaziland. The standards, based on modern programming theories and practice, require no modification to the syntactic structure of 1974 ANS COBOL. The standards have been used in the coding of more than forty programs. Success in enforcing standards is attributable to programmer involvement in the development of the standards and a locally developed COBOL program for monitoring the use of the Standards.
