The common complaint among people who must plan for and manage the development of computer program systems is that the products are almost always finished over budget and late, and they hardly ever do what they were intended to do. This paper suggests that the aforementioned state of affairs is not only undesirable but unnecessary; that there are certain relatively simple precepts which-if managers could become convinced of them and adhere to them-can be used to avoid many of our present difficulties.
