Quota queue

Quota Queue is a new type of queue data structure that provides quota based enqueue and prioritized, predictable, guaranteed and fair retrieval of items during dequeue. This demonstration contains a Quota Queue developed in Microsoft C# language and a Microsoft .NET WinForms based test bench application that demonstrates the properties of the Quota Queue, like predictability, fairness, etc, and its performance in comparison with the couple different types of Priority Queue data structures implemented in Microsoft C# language.
