The report under review forms part of a broader study aimed at examining urbanisation and the ramifications of different approaches to it and to settlement policy in the context of South Africa.It focuses on the role of settlements in the promotion of development in the less developed regions of South Africa and uses the Transkei region as a case study in order to illustrate arguments and issues.The authors have chosen Transkei for a number of reasons.For one, it has the longest period of independence of the homelands.Moreover, it is usually seen as one of the 'best chance' homelands, both in terms of natural resources and the degree of land consolidation.In addition, 'a range of proto-typical strategies, both urban and rural, has been attempted and provide material for evaluation'.(p 2).
