Technology has eroded the learning strategy from beneath the apple tree to learn any where at any time. The learners do not have to travel for acquiring knowledge through e-learning. Learning is the ability of the learner to enhance his character and behavior. One of the most important roles of the information and communication technology is to provide e-learning. E-learning fulfils the thirst of knowledge for the learner at any location, time and age while compared with classical learning system. This paper aim to provide the web service based secure e-learning management system (EWeMS) to address the issues and challenges of the traditional E-learning Management System (EMS). EWeMS are superior in terms of convenience, agile, reusability, independence, adaptation, and interaction. EWeMS provides an environment for management and e-learning strategy. EWeMS focused around the following core features namely Content Protection, Content Management, Learning Management, Delivery management, Evaluation management, Access Control, Audit, Event Notification, Partner Collaboration etc., and truly focused on integrated platform consistent with emerging needs of e-learning and managements.
