Fast efficient channel change [set-top box applications]

A system for enabling fast channel change response time in a set-top box while improving video compression efficiency is proposed. Additional low bitrate channel change I pictures are transmitted in the video stream, to enable frequent random access points without requiring frequent high bitrate I pictures.
