Estimation Noise of a Cellular Telephone Positioning System

ABSTRACT: The Federal Communications Commission has issued an order requiring wireless service providers to locate wireless 911 callers with an accuracy of 100 m (67 percent) by October 2001. Cell-Loc Inc. and the Department of Geomatics Engineering at the University of Calgary have developed a system to estimate cellular telephone positions using superresolution to estimate time of arrival (TOA) and hyperbolic multilateration to estimate position. Included in the error budget is the noise of the receivers used to listen to the cellular signals and estimate their TOA. This paper reports the results of a test designed to quantify the TOA estimation noise of prototype receivers. The test is conducted and the data processed in such a way that any multipath present is static and removed. By differencing the measured TOAs and removing long-term drift, an estimate of the TOA estimation noise is obtained. Position estimation results are also presented.
