This paper describes the challenges and solutions encountered while introducing and refining a comprehensive object-oriented life-cycle methodology to government deliverable projects. The paper focuses on techniques that have promoted efficient, two-way technology transfer between development teams and a methodology process group cooperatively applying object-oriented requirements analysis and design methods. These experiences have resulted in efficiently documenting an effective repeatable development process. Many of the techniques incorporate the concepts of Total Quality Management (TQM), such as a focus on the customer, management commitment and leadership, employee and team involvement, reliance on process standards and measurement, and continual improvement.
