Assignment of the characteristic polynomial of a Hessenberg matrix†

An algorithm is described for determining the first row of an upper Hessenberg matrix, associated with a completely controllable linear system, so as to produce a prespecified characteristic polynomial. The scheme is faster and more flexible than two existing procedures and is competitive with regard to accuracy on a variety of sample problems.
