Matrices with prescribed invariant factors

This paper intends to be a survey of the latest contributions to the field of the invariant factors of matrices either over a field or the ring of polynomials with coefficients on a field. Most of the problems can be regarded as block completion problems but the natural context of some of them is the Theory of Systems Although most of the results have been already published, of submitted for publication, some new results can be lound in Sections 4 and 8.
