Algorithms for control of packet radio networks with dynamic topology at the stages of planning and operative control of networks during their operation are presented. An adaptive routing algorithm for mobile users of networks with repeated information storage is given. This algorithm pertains the positive features of the Bellman-Ford algorithm, impedes recycling and converges regardless of the number of communication centres in the network
