This paper proposes a technique to reach long-term optimization, when the system is submitted to cyclic load demands. It is found that, with startup cost taken into account and shutdown cost negligible (as is often the case), to reach long-term optimization requires a scan over a period that (a) is at least one cycle long, and (b) ends with a load drop. 1 ref.
