Evaluation for the minimum circumscribed circle based on the rotation method

This note presents a novel search algorithm for construction of the alpha hull to determine the minimum circumscribed circle. The candidate points of the minimum circumscribed circle can be obtained based on the rotation method under a known radius. Several examples have been used to validate the effectiveness of the proposed algorithm.
