E~khical Problems can emerge in a systems design project whenever the legitimacy of the values and moral principles on which participants base their acts aLnd decisions are contested or questioned.Such conflicts between participants" values and norms of col~duct often point to underlying basic differences between their positions in the organization, their interests, and, consequently, their assessment of ~ertain design decisions.In this regard, ethical problems have a strong political content.
