Allan Mills, Tom Richards, Leon A. Kappelman · ACM SIGSAC Review · 1995

In October 1994 the Audit Commission published it's fifth triennial survey on the extent of computer fraud and abuse. Entitled "Opportunity makes a thief - an analysis of computer abuse".
