The demand for video transmission in mobile environment is increasing for mobile devices with increasing screen size and typically possesses constrained computational resources. Currently, the emerging standard, i.e., High Efficiency Video Coding (HEVC), claims an aggressive goal to realize high efficiency video coding with low complexity. It achieves the same quality at half the bit rate compared to the existing H.264/AVC standard. To achieve these objectives, HEVC and Modified HEVC are employed. Simulation results and comparisons with existing schemes show the effectiveness and strengths of the implemented encoder in delivering promising QoS and being fair to different resolutions like VGA (640×480), CIF (352×288), and QCIF (176×144) in a WiMAX network. Modified HEVC proved that 0.16% to 0.43% reduction in bit size requirements than HEVC.
